As a result of operational and investigative measures, it was established that Nazriev S.A., while working as the Chief Accountant of the Network of Primary Health Care Institutions of Muminobod District, during his official duties and by abusing his official powers, committed a series of intentional crimes.
Thus, Nazriev S.A., acting intentionally with the aim of embezzling budgetary funds, during 2025–2026, through the falsification of accounting documents, on several occasions recorded in the institution’s financial reports payments totaling 1,064,768 somoni as salaries and other expenses. He then transferred these funds to a bank card of another employee that was under his control. Subsequently, Nazriev S.A. withdrew the cash through ATMs in the territory of Muminobod District and appropriated the money.
In addition, continuing his criminal activities to embezzle budgetary funds, from November 2025 to February 2026, acting in prior conspiracy with the Head of the Treasury Department of the Ministry of Finance of the Republic of Tajikistan for Muminobod District, Abdualimzoda Z.N., Nazriev S.A. transferred 2,163,380 somoni from budgetary funds allocated in the institution’s expenditure estimate. This was done under the pretext of purchasing stationery, household, food, and construction materials, in violation of the requirements of the Law of the Republic of Tajikistan “On Public Procurement of Goods, Works and Services”, without conducting a tender, on the basis of payment orders to the settlement accounts of several companies.
Subsequently, Nazriev S.A. and Abdualimzoda Z.N., through the aforementioned companies, withdrew the entire amount of 2,163,380 somoni in cash from the servicing banks and appropriated it, thereby intentionally causing particularly large material damage to the state.
In connection with this fact, a criminal case was initiated against Nazriev S.A. and Abdualimzoda Z.N. under Articles 245 Part 4 (b), 262 Part 1, 316 Part 1, 318, and 340 Part 2 (b) of the Criminal Code of the Republic of Tajikistan. The criminal case, with the approved indictment, has been forwarded to the court for consideration on the merits.
